LEADERSHIP OVERVIEW

My goal as a leader is to foster a collaborative process in which those that work with me are provided opportunities to build a shared vision and play an active role in the decision making process while being mindful of the need to make steady progress towards a goal. I believe in accountability, setting and holding high standards, rewarding productivity and providing opportunities and incentives for every individual to contribute to the success of the unit. I hold myself to the same high standards as my coworkers, and I believe in leading by example. I tend to be pragmatic in my approach to problem solving because I have a unique ability to grasp the big picture and the pieces to find a solution to a problem.

Throughout my career I have been an active member of the faculty having been Advisor or Co-Advisor to 16 Ph.D. and 15 M.S. students that have graduated and I have been a member of 39 graduate committees.  I have been active academically, publishing 57 refereed journal articles (a number of which have received national awards), 4 book chapters, 49 conference papers with proceedings, over 100 professional conference presentations, and a number of invited lectures, technical reports and newsletter articles. In addition, I am active in a number of professional associations as described in my curriculum vitae.

  • Additional $5M gift on 10/18 was a follow-up to a previous smaller gift from this donor and a proposal submitted last year.
  • Created two new undergraduate degrees (BS in Biomedical Engineering and BS in Data Science)
  • Create four new graduate degrees (MS in Biomedical Engineering, MS in Complex Systems and Data Science, MS in Engineering Management and PhD in Complex Systems and Data Science)
  • Implemented a Strategic Plan for the College.
  • Implemented a faculty variable workload starting in academic year 2014-2015.
  • Best ABET accreditation in UVM history (2 concerns between all four of our accredited degrees).
  • Invested $3M of college funds, that were matched by more than $10M of University investments, to completely transform ALL teaching labs in the college, providing a significantly enhanced student learning experience.
  • The infrastructure transformation allowed us to expand the prototype shop and the Fabrication Lab (FabLab) which promoted the incorporation of project-based, hand-on learning in the labs.
  • We substantially increased the student club space which fueled success of the AERO and ASCE in the hybrid car and steel bridge competitions, respectively.
  • Worked on the development and implementation of $104M STEM complex to improve infrastructure of the college.
  • We implemented a large number of initiatives related to inclusive excellence (CEMS Inclusive Excellence).
  • We initiated a number of new strategic initiatives (one around Cyber security – included increasing our course offerings and creating the Center for Computer Security and Privacy (http://compsec.w3.uvm.edu/).
  • Initiated two annual seed funding opportunities. One with the College of Medicine and another with the College of Education and Social Services.
  • We made substantial improvements in the areas of marketing, branding, communications and social media including creating a hardcopy biannual college newsletter called SUMMIT (SPRING 2018 CEMS SUMMIT).
  • Created a recruiting brochure specifically targeted at female students (Spotlight on Women in the College of Engineering and Mathematical Sciences).
  • We created the CEMS Family Network that sponsored a number of events throughout the year for both faculty and staff as well as for students to create an inclusive sense of community.

  • Created the position of pre-awards specialist to support faculty in their proposal presentation.

  • Changed the name of the department from Civil Engineering to Civil and Environmental Engineering to better reflect the degrees offered.
  • Created concentrations for both the Civil Engineering and the Environmental Engineering degrees and expanded the course offerings.
  • Upgraded the infrastructure of the department (teaching and research labs).
  • Oversaw a very successful ABET accreditation visit and made preparations for another visit that took place in 2013.
  • Obtained over $4.0M in gifts and donations for the department.
  • Created 15 new scholarships.
  • Successfully negotiated 11 transitional retirements, multiple spousal accommodations and retention packages.
  • Hired 16 new faculty members (4 of which were females and 1 Hispanic).

Associate Director, Colorado Agricultural Experiment Station (2000-2004)

From 2000-2004 I served as Associate Director of the Colorado Agricultural Experiment Station (CAES). This position allowed me to become familiar with a broad breath of research that was conducted at Colorado State University. CAES funded over 120 projects across 20 departments in six colleges as well as eight off- campus research centers at that time. As part of the CAES duties I reviewed the annual reports for all 120 projects, selected the ones with significant outcomes, wrote the CAES annual report to USDA, and oversaw a number of special initiatives that CAES had.

Director, Integrated Decision Support Group (1992-2013)

In 1992 I founded and was director of the Integrated Decision Support Group at Colorado State University www.ids.colostate.edu until 2013. This gave me excellent experience with budget projection and management. I was PI or Co-PI on more than 95 funded projects with total funding of over $12M. In 2012 the Corps of Engineers requested proposals for support of a software package that they created called “PAVER”. I submitted a proposal and it was selected and created a support center http://paver.colostate.edu/ which quickly grew to support over 100 users and conduct training courses around the US for the software.

TEACHING AND ADVISING

As part of my teaching responsibilities at Colorado State University, I taught 9 different classes. The classes were introduction to engineering (civil, environmental, agricultural and bioresource, and chemical), systems engineering and optimization, applications of GIS and GPS, and senior design. PROFESSIONAL SERVICE AND MEMBERSHIPS

I am an active member of the American Society of Civil Engineers (elected to the ASCE Department Heads Council Executive Committee [2008-2011]), and the United States Committee on Irrigation and Drainage (elected to the USCID board of directors [2011-2014] and served as the secretary of USCID during that time). I serve as a reviewer for several journals, two technical committees of ASCE as well as I have been a member of the planning committee for three national meetings, served as the co-chair for the fall 2013 USCID national meeting in Denver and have served as an external reviewer for several federal programs.

I have served on many committees at multiple levels in the university (university, college and department). I have been a member of numerous search committees both as chair and committee member. I was chairperson for The Women and Minorities in Engineering advocacy board at Colorado State University for 4 years and a member of this board for 2 additional years.

EXTENSION

I had an Extension appointment as a water resources specialist from 1998-2013. My focus was on the use of information technology to improve water management. I worked in two main areas:

  1. South Platte Basin—In my extension work in the South Platte, I established a collaborative process that I called “user-centered design” to develop Decision Support (DS) tools. With this approach, the users are key partners in the planning, development, implementation and use of the DS tools. In the South Platte, I created an advisory group to study water user data and modeling needs, and as a result of this effort, water users embraced the user-centered design approach and provided several grants for the development of the DS capabilities that we jointly identified. The DS tools are collectively called the South Platte Mapping and Analysis Program (SPMAP ids.colostate.edu/projects/). Components of this work were adopted as part of the South Platte three states agreement between Colorado, Wyoming and Nebraska. In the years around 2005-2010 the tools developed as part of this DS were used to manage over 75% of the wells in the South Platte Basin (over 3,500 wells).
  2. Arkansas River Basin salinity and waterlogging issues. Between 1999-2013 I worked on monitoring and modeling salinity issues at the field scale in the Arkansas River Basin in Colorado. I was the PI on a $495,000 three-year USDA water quality grant that worked towards implementation of some of the remediation strategies in a large area of the valley. Our proposal was ranked 1st out of 102 proposals received.
